i received a capias warrant letterThis constable office does routinely handle Capias matters. A Capias is a civil arrest warrant when the constable is directed to bring the person before the court. In many cases Capias are issued because the defendant failed to appear in court as ordered. This may be a missed court date that was previously scheduled with you in court, or the plaintiff had sent notice to you to appear in court and you did not.
In either case, the court considers you to be in "Contempt of Court" for missing that appearance. The Capias has nothing to your inability to pay off an amount of debt, it speaks only to the missed appearance in court. However, the case matter may be a case where a debt may be owed. The constable is directed to bring you before a judge to be examined for the alleged Contempt of Court. The constable is not acting a debt collector, nor is authorized to do so.
